Forrest Westall’s professional career has been devoted to the stewardship of water resources. He has extensive experience in water quality management and has helped develop and administer many aspects of North Carolina’s Water Quality Program. He was formerly Water Quality Supervisor for the Asheville Regional Office of the North Carolina Department of Environment and Natural Resources (NCDENR). His background includes extensive experience in the management and direction of regulatory programs involving activities such as water quality modeling, biological monitoring, effluent toxicity, pretreatment, and basin-wide water quality management planning. Mr. Westall has directly contributed to the development of laws, regulations, and procedures that influence every facet of how state and federal agencies manage surface water.
In addition to advising and assisting many local governments and private clients, he has served as an advisor to non-profit and advocacy groups on environmental and natural resources issues. His strong background and understanding of environmental programs at every governmental level provides McGill Associates with an invaluable resource for helping clients resolving regulatory challenges on even the most sensitive environmental issues.
Mr. Westall’s service to North Carolina and his support of the reasonable and effective management of environmental resources has been recognized by a number of awards and honors. These include the Order of the Long Leaf Pine and the Land-of-Sky Friends of the River award. He serves as the Executive Director of the Upper Neuse River Basin Association, is a past member of the North Carolina Environmental Management Commission, and a member of the North Carolina Nutrient Scientific Advisory Board. He holds Bachelor of Science and Master of Civil Engineering degrees from North Carolina State University and is a registered professional engineer in North Carolina and Tennessee.
